Terminal High Altitude Area Defense Project Manager: General Patrick O’Reilly

As a recognized acquisition leader in the U.S. Army, Patrick O’Reilly was selected to direct many military programs and projects. Throughout his 34 years in the U.S. Army, LT Gen Patrick O’Reilly pursued excellence in his service to the United States. Well-educated with three Master’s degrees and a graduate of the U.S. Military Academy at West Point, LTG Patrick O’Reilly is a highly-trained professional with broad experience. Today, retired General Patrick O’Reilly is a consultant who provides his expertise and advice to industry and university leaders.

From 1999-2003, Patrick O’Reilly was the Director of the Terminal High Altitude Area Defense (THAAD) program. Proving himself a strong and successful leader, LT Gen Patrick O’Reilly was highly effective in this role. As Program Director, LTG Patrick O’Reilly was responsible for leading 500 people with a $1 billion annual budget to develop a mobile missile interceptor system. The role required skilled leadership and sound decision making. General Patrick O’Reilly was successful in leading a revitalization project after seven previous flight test failures prior to his arrival.

Under Patrick O’Reilly’s leadership, the redesigned Terminal High Altitude Area Defense system has had 14 consecutive, successful flight tests. This achievement was recognized by the Army, and LT Gen Patrick O’Reilly went on to further his leadership in other roles in the Army such as the Program Executive Officer of the Army Combat Support and Combat Service Support Systems, Director of Ground Based Missile Defense Program, and Deputy Director and Director of the U.S. Missile Defense Agency.
Throughout his career, LTG Patrick O’Reilly’s leadership was recognized and he received repeated awards by the U.S. Army for his outstanding accomplishments and dedication to the security of the United States. General Patrick O’Reilly is respected as an expert in his field of acquisition and missile defense and continues to speak and advise on it today.

General Patrick O’Reilly Recognized with Awards for Outstanding Achievements

Patrick O’Reilly has committed his life to 34 years of faithful and honorable service to the United States Army. As a well-educated leader with three Master’s degrees and extensive leadership experience, retired LT Gen Patrick O’Reilly has made many important contributions the United States Army. Retired LTG Patrick O’Reilly has achieved great success over the past four decades and has been part of monumental milestones in U.S. defense and military strategy.

For his service and outstanding work for the U.S. Army, Patrick O’Reilly has been recognized by the United States government for his achievements in the military. LT Gen Patrick O’Reilly has twice received the Defense Superior Service Award for his accomplishments in supporting our deployed soldiers and Marines and for innovative leadership in defending the homeland. LTG Patrick O’Reilly has also twice been presented with the Legion of Merit award for his contributions to developing highly mobile missile interceptor systems. General Patrick O’Reilly has received the Meritorious Service Medal seven times as he repeatedly demonstrated leadership excellence and dedication to the U.S. Army.

Patrick O’Reilly has been recognized with several other awards for his achievements and leadership throughout his career. In addition to being the recipient of awards and recognitions, LT Gen Patrick O’Reilly has been asked to speak at universities and think tanks across the country. Repeatedly invited to speak at the North Atlantic Treaty Organization (NATO) and many other international forums General O’Reilly is regarded as an expert in the field of national security and missile defense. LTG Patrick O’Reilly shares his experience and knowledge on this subject with the public on many occasions.

Today, retired General Patrick O’Reilly works as a consultant advising industry and university leaders on implementing complex programs and contracting with the U.S. government. His expertise and leadership continues to prove highly relevant today.

Guest Speaker LTG Patrick O’Reilly Honored by Purdue University



General Patrick O’Reilly is a leader in the field of missile defense and national security in the United States. Throughout his 34 years in the U.S. Army, Patrick O’Reilly gained invaluable leadership and management experience first-hand. LT Gen Patrick O’Reilly has held many challenging leadership positions including the Director of the Missile Defense Agency under the Department of Defense. During his four years as Director of the Missile Defense Agency, LTG Patrick O’Reilly made historical contributions to the defense of the U.S. and national security. 

On February 28, 2012, General Patrick O’Reilly was honored by Purdue University by being selected to present their engineering students with the William E. Boeing distinguished lecture for 2012. As a respected leader in his field, Patrick O’Reilly is a recognized expert on missile defense, technology development, and national security. LT Gen Patrick O’Reilly has been a guest speaker at many think-tanks and universities around the country including Harvard, Iowa State, Nebraska, Tuskegee, Tennessee, North Carolina State, Auburn, Alabama, Prairieview A&M, and Howard Universities. 

In addition to speaking at think tanks and universities, LTG Patrick O’Reilly has given speeches and spoken for news agencies like C-SPAN. His expertise on the subject of missile defense and the changes to missile defense policy has been valuable as he shares his knowledge today. General Patrick O’Reilly has received many awards on behalf of his hard work and dedication to the U.S. Army. Patrick O’Reilly has been the recipient of the Defense Superior Service Award twice, the two-time recipient of the Legion of Merit, the recipient of the Defense Meritorious Service Medal, and seven-time recipient of the Meritorious Service Medal. 

Today, retired LT General Patrick O’Reilly is a consultant who advises industry and university leaders interested in collaborating and contracting with the United States Government.
